SPR# ELS4TW7QQ - Fixed a problem which caused the SMTP not to recognize RFC8xx time headers with time zone values of GMT+13 and +1300, causing the time zone information to be lost and the values to be stored as GMT. This issue was only seen in mesages sent during DST in the ZE12 time zone.
